Yeah, the internet provider they switched to is much worse and the property did not accept ethernet capabilities. I would assume it would a costing shortcut because literally everywhere else provides ethernet normally. One of the only 2 elevators is broken and I heard that it would take months for them to fix it. I dont know if that would be very pleasant when class starts and 21 floors of students would be using one small elevator that does not even provide AC. The parking garage is always filled with pools of filthy water so that is also a bonus to make your shoes extremely gross. The only thing good notable thing is they are starting to renovate the place, so maybe new management was implemented. But the other side to that is the building is basically a mess with broken and thrown out furniture everywhere and tattered walls.
I smell a lawsuit in the near future with how often the elevator breaks and how dangerous it is when people are in them when it does. Been dropped from the 6th floor to 1st and crashed on the 3rd floor to 1st. Terrible management and poor safety for this apartment, nothing gets fixed when requested.
It is insane how poorly managed this place is. The service puts on a facade of caring but they are really only in it for the money. Not worth anything close to the rsates. Much more value all over west campus. The only benefit i see is the location
Was a good experience for the most part but management is so horrendously bad I cannot give this over 1 star. They promised us finished amenities by August 2020. It is now April and this place is still a construction zone. One of the elevators has been out for over three months and they have made zero effort to fix it. Both elevators have been out before which is likely a violation of building codes and the ADA. (This place has 21 floors mind you) Water may go out randomly with no timeline of when they will fix it. Paid for the pool, gym, resident lounge, etc. and its almost the end of the year and I have gotten none of that.
Been 5 days now since we filled out a maintenance request and our AC is still broken. 80 degrees inside my apartment for the last 5 days, I absolutely love it here!!
Do not let anyone trick you into thinking that only two elevators for 21 floors is enough. Avoid living here.
Where to begin. There was one Elevator for 15 floors of people as the second elevator was always in a state of maintenance. I have waited for an elevator for 20+ min, only to not be able to enter due to max occupancy. I have been paying full price for rent, even though NONE of the amenities were installed until 3/4ths of my contract was up. Everything is broken and outdated. Instead of an internet port they have a phone line in every single room because? My balcony door wont lock(repair man said he would come back and never did), the A/C doesnt work and is loud(repair man has been looking into it for two weeks no response), and countless more problems. Management has supposedly been going through changes but that seems like an excuse as the problems arnt going away.In addition to all of the physical problems, the management leaves the apartment with no authority. People literally piss in the stairwell and break things because they know that nobody will care. Also the entrance to the apartment is unlocked 24/7, the elevator doesnt need a key, but that could be a pro to some people.
Smelly, dusty, broken apartment units. Requires 5+ maintenance visits for fixes. Living on campus is better than this place at this point.

After living here for almost a year, I feel I can write a good/honest review. Living here was pretty good for the most part, however I do agree that it’s a little overpriced given the state of the building itself. It should be known that the elevators would break a lot throughout the school year (but they were fixed pretty quickly most of the time). I lived in a 2x1 smarthousing floorplan. I loved everything about it except the fact that one of the rooms was more of a storage room turned into a room that had no window. You may not think it’s that big of a deal but my roommate struggled with this a lot. We were also not informed that his room included the washer/dryer unit AND the air conditioning unit is right next to the bed, meaning that you could hear it throughout the night. Just something to be aware of. The balcony is a plus and I love the view that my apartment had!
I am very happy with the service I receive from Kelly! l would recommend her to anyone, she is very friendly, out going, and always willing to help and explain things to me, she is great at her job! 21Rio is also a great place to live but, Kelly is the reason!

I loved living at 21 Rio. I’ve only lived here for a year, but the office staff is always super friendly, helpful, and professional. The location is convenient to campus, and there is plenty of garage parking. The rooms, bathrooms, and closets are spacious, and the noise level is very minimal. I’ve really enjoyed my time here!
This place is by far the worst place I’ve ever lived in my entire life!!! Roaches, elevator issues, plumbing issues, and constant smell of marijuana. The walls are too thin so you constantly never can get any peace. The pool is always closed. The gym is horrific. They are terribly over priced for what they offer. I highly suggest not making the mistake I did by signing a lease here.
I have been looking at a new place to live. I spoke with Kelly in the leading office. She was very helpful and walked through different options with me. I would recommend this property based on the staff alone.
I suggest you spend your money elsewhere, I lived here for 3 years and a half and you get a very old low quality apartment built 12 years ago for the expensive rent that you pay. There are plenty of newer places with a dedicated management that isn’t solely focused on cutting costs. The only reason this isn’t 1 star is because Zeb Thomas did the best with what he had.
Love this place. Kelly is seriously the only reason I resigned. Extremely hard working and charismatic.
If you can find another place on west campus, do it for this place is filled with multiple problems. The pool is never available, the gym is a sad sight, the rooms are over priced for their size, roach problem, the printer for their computer room is always broken, the manager is no help at all, the list goes on. So do yourself a favor and don’t get stuck in a lease here!
Although this apartment complex consistently has elevator issues and has faced some water issues, Ive lived here for almost two years and have seen improvement. Maintenance now responds quicker and management is willing to cooperate with you to meet your needs. The balcony views are probably the best you can get in WC as of now.

Management has changed radically since I first moved in and they are doing a much better job. Current management is willing to work with residents in a number of situations and help you get what you need. Issues such as long waits for the elevator still exist, just as almost every other place in West Campus. Definitely will miss this place after graduation.

I had a great experience during the leasing process with 21 Rio, especially working with their leasing manager, Rico. He was always eager to help, quick to respond to questions, and very reasonable, which can be harder to find in West Campus than one would hope. The only reason I gave 4 stars instead of 5 is because they have limited availability of some of their floor plans, particularly ones where every bedroom has a window, which is pretty necessary considering fire safety. However, they are also extremely flexible with finding a plan that works for you or your group, and I really appreciated their effort to find us the best solution.
Your rooms come dirty and broken (such as our sink being clogged, bathroom door not being hung correctly, wifi router broken, broken window blinds scattered on the floor, ceiling fan improperly wired, etc.) The leasing staff is very nice, but the maintenance came multiple times, didn’t fix the problem, and then marked the maintenance request as “completed.” After waiting over two weeks for them to come back and do it properly, I filed a complaint, which only resulted in a maintenance person coming up and being extremely rude to my roommates. They also threaten to make us pay for damages that were already there when we moved in. For how much it cost to live here, I wouldn’t expect this to be a problem. Also, the elevators regularly break down. My three roommates and I will not be returning next year.

Just renewed my lease here and I couldnt suggest a better place to live in West Campus. The apartments are very nice and my friends always compliment it every time they come. The views from the balcony are stunning and the managers here are very friendly and helpful. Ive had no problems thus far and I look forward to being back next year!
If you like weed then youll definitely like this place. Pros - workout center is in the complex, nice view, some friendly staff, you rent out by room not by complex, fast maintenance, close to campus. Cons - Rooms might come dirty, pricey but not too bad, people getting really drunk on Thursday night and destroys the elevators.
If you like bed bugs youll like 21 Rio. All other apartments have 10 month leases. 21 Rio forces students to get 12 month leases. If you move in to early they wont fix the broken appliances or stains on the carpets.
I love having a view of West Campus, and now my roommate and I have enough space to avoid driving each other crazy. The saltwater pool is nice, but the privacy and space are definitely the best parts about this move.
Lived here for a summer, the units are nice and there was always workers cleaning the common areas.Although I didnt live there long, the only complaints I had were people running/talking loudly in the halls or waiting for me to use my key to use the elevator. Mildly annoying: the constant pop music playing in the lobby.
Nice complexpros- Luxury all around, clean, good management and prompt repairs if you need something done to your residence. You get what you pay for.cons- charged me $65 a month to park my Mercedes but hey this place is meant if you have some extra $$ so if you got it pay it. Your rent will most likely start at $900.
I have lived here for 4 months so far. I have enjoyed it and dont have any complains for the apartment itself. The staff is pretty friendly have taken care of any issues I have had. With that said, this place is expensive. The only reason I decided to live here was because they ran out of rooms at the quarters. I would love to live here again but I know I wont release because of the price. The electricity/water bill is expensive as well! I actually have to go talk to them because the amounts that I am being charged does not make sense. Overall though, it is a nice place to live and if I didnt have any issues with price I would stay here again.EDIT: I had to come back and edit this post. This place is awful. It has been 1 week without lights or water. Yes, you hear right. ONE WEEK. They are the worst and I regret ever living here!
Its pretty luxurious. The maintenance is pretty fast. The only downside for me is that sometimes there are some inconveniences in the building where they have to move us out to a hotel. Other than that I love the staff and living.
ABSOLUTELY WORST PLACE TO LIVE. The elevators break very often and apartments dont come in good condition. The management is very unresponsive. For example, the maintenance man broke glass in our room and did not clean it up. We asked the management 7 times to fix it and they didnt do anything. Management came into our rooms without telling us and moved stuff around and didnt move it back. We had nails and smalls pieces of glass that were getting stuff in our feet AND the management did not do anything about, even after I talked to leasing manager a couple times. 21 RIO is the WORST PLACE TO LIVE. DO NOT LIVE HERE. THE APARTMENTS ARE ABSOLUTE TRASH. THIS PLACE IS VERY OVERPRICED. THERE ARE MANY OTHER APTS IN WEST CAMPUS.
Under no circumstances should anyone live here. The management is horrible. When I moved in my sliding glass door to my balcony was broken, the lock was jammed in the lock position and broke off. After 3 months of being lied to by the staff, telling me my part would be in next week, or that the maintenance worker had a family emergency, they paid a locksmith to come and unlock the door in 10 minutes. This took them 3 months to accomplish, all while stringing me along and lying to me the whole time.They have two maintenance workers that work in two different buildings, so maintenance requests take weeks. My roommate went two weeks without power in his room before someone looked at it.Upon move in we found the cleaning ladies drinking wine in our apartment, and it shows. Our washer and dryer were disgusting, as well as the fridge. The carpet was stained and the apartment reeked of the previous owners Guinea pigs.Half of the outlets dont work, so a surge protector is essential if you need to plug in multiple things.I was gone for the break and a friend needed to get some thing from my room, I emailed management and they unlocked the door for her only to not lock it when they left. My apartment was left unlocked for 3 weeks while I was away, its a miracle nothing was stolen.The pool is always disgusting, there is no effort put into keeping it clean. In fact, the cities health department shut it down for a couple of weeks this year. The elevator is 6 months overdue for inspection.Spare yourself, this place is overpriced and has some of the worst management Ive ever seen. They will lie to you, deceive you, anything they can do to get your money. Do not trust them.
They will put you in a noisy room with fraternitys partying often if you do roommate matching. They would not tell you your roommates are double occupancy before you sign the lease. What I wrote down quietness in roommate requirement and that was what they do. The roommate matching was sooooooo irresponsible. And the leasing manager told me their would be hope for the room change til the school began and then said sorry, there are no options now Trust me, dont live in 21 Rio!!!!
DO NOT LEASE HERE! The rooms are dirty when first moved in. Management has no clue what they are doing. GM always making empty promises to residents and never follows up when in need of something important. Elevators and office are always dirty where I can literally see my shoes make its shoe mark. And the restroom in the office is disgusting to a point where not even the homeless men that hang around would want to use it.
The apartment I received was beat with holes in the walls, scratches all over the door, and a barely-working AC unit that was extremely loud at all times of the day. The room was definitely overpriced for what I was paying, and they did not even have the decency to clean the room from the old tenant before I moved in.In addition, the water was shut off for days at a time and the elevators were very prone to breaking. Lastly, they refused to respond to any emails after they tried to charge me $300 dollars on move out for the holes in the wall that were already there that they never bothered to repair during the year. It wasnt until I had to go into the office with a notice from legal services at UT that they agreed to take it off the account. Dont bother living here if you can help it

I originally was not planning on writing a bad review because I thought giving constructive feedback to 21 Rios incompetent management would be more productive. However, after waking up and seeing residents trash distributed to each of their apartment doors, I was appalled and disgusted by their actions and decided to write negative feedback from my experiences. Firstly, 21 Rios management not only messed up my lease and almost made me pay DOUBLE than what I had signed off on the previous year, but they also scam their residents by giving wrong information such as you could win $250 if you refer someone!, which is totally not true if they dont tell you the fine print clauses. Lastly, I woke up this morning to trash polluting my hallway. 21 Rio had the audacity to look at footage of their residents leaving their trash outside the trash shoot that HAS BEEN LOCKED FOR DAYS, and returned the trash to every single residents door instead of just moving it inside of the trash room. Instead of telling us that the trash shoot will be locked and informing us about what to do, they went ahead and did the unimaginable. I found it disrespectful, and thought it was absolutely unacceptable that as residents we dont even have a spot to put our trash and that It will literally be returned to us if we put it by the trash shoot. I am negatively in awe about the service of this place. And If youre thinking about living here, it would be a very big mistake for the price youre paying. Please re-read this, see the attached pictures, and re-think.

I lived here for 2 years and liked it a lot. It was the only high rise in west campus when I went to UT, so I cant compare it to the newer ones, but the views were great and it was very convenient to campus.I recommend the southwest corner (plan S) because it is the only 2/2 where both bedrooms have windows and it is the only plan that has floor-to-ceiling windows, which make the view much more dramatic. The view of downtown is cool at night, but the view of the hill country was my favorite.The major negative was that the power and water went out for days a couple of times while I lived here and it was awful each time. That said, they shut both off and re-worked the entire system during my last year here, which was very inconvenient for me, but seemed to fix it for you. Youre welcome.

BEWARE : Bad, Bad, Bad ! Bad Management !1. When you move out after 2 years of staying there, they will charge you with carpet replacement and paint job!!!! This is NOT in accordance to TEXAS RENTAL LAW! Normal Wear and tear should not be charged to Tenant!!!! Theres no hole on the wall, no rip, holes or stain on carpet, they still charge you all their Repairs and maintenance!2. Bad follow up - Complaint that roommate does not take care of their dog, but management didnt do anything.3. Not good student matching program to be roommate.
Probably the biggest apartments, so space wise its great. Everything else is mediocre or worse... The fact that there are only two elevators to serve on of the tallest buildings in the area is NOT good. Especially when they are not maintained very well.

Absolutely terrible management. Lost rent payments multiple times then claimed I never payed, charged close to $500 for move out costs to remove a couple folding chairs from the apartment. Had to fight with them nearly every month I lived there. Incompetent business that screws students
Management is super quick to barrage you with emails about renewals (even though you’ve let them know you’re not interested) but seem to respond rather slowly to broken elevators, maintenance requests, etc. The business center should be checked regularly, right now it is nearly useless, with 2-3 computers out of order or unable to connect to the internet and printer.
Most awful place to live. I would give 0 stars if possible. Theyve shut off our water for days at a time at least 3 times this year to fix a leak. Our AC isnt working (its 80 degrees in the apartment) and maintence has yet to fix the problem. Our dryer doesnt work and maintence has come to fix it but they never actually solve the issue. When I first moved in to my unit my room reeked of dog pee and had dog hair everywhere. My shower drain didnt work. Theres a HUGE crack in the glass mirror in my bathroom that they never bothered to fix and still havent. There is no AC in the gym so have fun working out in 80 degree heat. Most of the power outlets in my room dont work so if you want to charge your phone or computer good luck with that.Dont even get me started on the cost to live here. I expect WAY more from management given how much we are paying them for rent. One of the elevators is almost always broken. Do yourself a favor and never ever live here unless you like broken appliances and management that doesnt care (:

This place is pretty overpriced, and not a very good buy. The apartment came dirty, and with some broken things (it was eventually fixed). The elevators are terribly slow, and sometimes only one is working. You also cant increase the temperature of your thermostat during winter so have fun freezing or wearing a ton of blankets. At night, Im not sure if its just me, I hear banging against metal repeatedly for about 5 hours or so. There is a decent amount of partying going on, but I feel as if it is less than other places. The water heater is located in a closet in your apartment, so it will constantly drone all night. Only live here if its your last chance for west campus, even then it might not be a good option...
Im a resident that has lived here before and after the management change. I felt compelled to write a review, having lived in many places in West Campus and comparing horror stories from friends who have as well, then reading the recent reviews here. 21 Rio is overall one of the best apartment complexes in the West Campus area, if not the best.Under the old management, at first, I didnt think there was much wrong. Then, once the new management team took over, I realized how hard they had to work to turn around previous issues. The garbage chute was awful and needed to be made over because the smell seeped out into common areas. The gym was laughably small – think the size of a parking spot – and now its remodeled to cover over four times the original size. I also appreciated the new hallway carpet (even though its a cheesy shade of blue), and additional lighting through the building that makes me feel safer, especially at night.The old management team was indifferent at best to your needs. The new office team, led by Ian, Steven (sp?) and Giselle, are warm, personable, and remember your name. Their upbeat, accommodating attitudes help make the difference. As an aside, you can usually tell different people write the building notices, because they are schizophrenic in personality. Admittedly, needed repairs happen from time to time, and the staff has historically been helpful and accessible despite the circumstances. Apartment management elsewhere have tended to hide behind email and corporate language. On this note, Steve, Jesse, and the service guys have been superb as well. I remember seeing Steve staying until midnight to fix some building issue.I will level that my praise of the building comes despite the residents. The residents are a mix of students, young professionals, and a professor or two. Of these, a minority of students are the problem crowd – they, and the company they bring, are responsible for breaking doors, leaving trash (or worse), breaking elevators, not cleaning up after pets, etc. and I have seen this firsthand. To be frank, many of these are the one-year international students (Mexico) and fraternity types. Besides them, the rest of the residents here have been friendly and considerate.The building itself is in an excellent location, being just far enough away from campus and the rowdier parts of West Campus (read: anything north of 24th). As a perk, the expanded gym affords an gorgeous, uninterrupted downtown view. They really did a great job with the remodel. The pool usually looks unappealing because of trash, and I cant remember the advertised hot tub feature ever working. Security has been improved and tightened under new management.The kitchens Ive seen are beautiful – stainless steel, full-size, Whirlpool brand appliances, granite counters, dark wood cabinets with modern handles. Much of my unit has needed servicing over the lease, but Steve and maintenance have usually been speedy and professional about repair work.The rent here is definitely among the priciest in the area, and parking costs are high and getting higher, but compared to the competing options that have popped up – Pointe on Rio, 2400 Nueces, Block and Quarters come to mind – management, location, and the upgraded amenities help make up for it. I visit my friends at their apartments elsewhere and feel sad for them.Please only move here if you care about the place you live. Otherwise, I hear there is plenty of availability at Pointe and north of 24th Street.
