If a landlord forgets to bring the Delaware residential landlord-tenant code with him when signing his lease ( even though he was reminded three times prior and anyone in the business should know that it’s mandatory), refuses to adjust his lease to match that of the code, has negative reviews on several websites noting that he is a slumlord, States in his ad that animals are permitted but not permitted per his lease, demands that you hangup with the electric company because you don’t need to bother with that, forgot that his lease states the tenant pays for trash removal And doesn’t know that the security deposit must be paid separately and held in a separate account.....you probably should think twice about signing. A person like that is either uneducated about the real estate industry or fraudulent . He will rush you for the money but will not take time to provide you any security in writing. He thinks that sending you a picture of the front cover of the Delaware code means that his lease abides by it. I am grateful for reviews like this that made me a little bit more cautious and keep my eyes open before proceeding to hand over a large sum of money. I refused to pay the one year rent plus security deposit without a lease that matched the DE code standards (where applicable). It tells you something if it’s too much work for him to download one of the many free lease documents available on the web ( ones that do meet the Delaware residential landlord tenant code) in order to collect a large rent sum $$ from a tenant. What is he afraid of if he uses a lease that is enforceable by the state law? I would certainly print out a form from the web in order to collect more than $10,000 in one shot!Of course I am the one who is “difficult” because he has used his form for “45 years”. Having horrible reviews and court cases available to the public, leads me to believe that his lease is not serving him well. Please take the time you need to read over the lease of any property that you plan to rent. It will be well worth it!

He is definitely a slumlord. Never fixes anything. I lived there with a broken pipe under my sink with a bucket to catch the water for the 10 months. But he wants his money. Thats all he cares about is money.

Doesnt even worth one star- 1. Ignorant; 2. Rude/Arrogant; 3. Unprofessional.1. Ignorant: No reach back after potional tenant initialed messages (yeah, plural form is not done by typo) to contact him until datys the website had to look into the case. This is a huge red flag because I can only imagine how long it takes after you will live there when you need things get repaired/ maintained. So I am not surprised there are people regarded him as slumlord (Intentionally or not, he probably is).2. Rude/ Arrogant and Unprofessional: When he did contact you back, he only bombed you all of his questons and concerns and rush into a conclusion base on purely past experiences but not hardcore proof. Whats worse, he hung up the phone without letting you finishing your words. Yet, admittedly, there is one thing he should be praised- he did mention that the space measurement shown on the posts (yeah, plural form again, cause not only one website- its everywhere) online is not accurate (roughly 30% MORE than what it ACTURALLY is). But this again, only shows how unprofessional he is on managing his house rental business.In a word. Stay away from him. I am so glad that I was able to screen this landlord out so that I wont face problems/ troubles in the future...

Pokorny was charged with violations of the Delaware Landlord Tenant Code, the Consumer Fraud Act and the Uniform Deceptive Trade Practices Act. The Stipulation and Consent Order to Cease and Desist was entered in the Court of Common Pleas as a result of Pokornys appeal after a ruling in favor of the State in the Justice of the Peace Court. In addition to restitution, Pokorny is ordered to pay civil penalties, costs and attorneys fees.
