I was having a hard time finding a place for me and my little family, After failing twice applying for a place that we would have enough space for my little ones to run around i found All County Bay Area Property management. I did not hesitate to apply, i was not sure if we would get approved or not but it was worth a try! oh boy was i glad i did! of course!! getting denied TWICE due to my credit Perry Harmon was the one who accually gave us the chance and i am so thankful for him! we got the house, my family has the space we really needed!
They are wonderful. In our experience they have always been very respectful, professional, and prompt in their communication with us.
The property management company is very responsive and professional in its work. The company has a website that the home owners can access for information on the property. I recommend this company without reservations!
True professional. Perry has handled my property in Pinole for several years He has taken care of any issues that have come to his attention quickly and he is easy to contact. An asset to any property owner . He knows the rental market in the entire bay area.
Per his own words, Perry does not consider tenants to be beneficial to his business. I work with a local team of Realtors and we are looking for a company to assist our clients who decide to rent prior to purchasing a home.Despite the fact that his website indicates that he happily works with Realtors who have renters in need of assistance, he directly contradicted this by stating that he is only interested in working with landlords as they are more valuable.Tenants seeking a new rental should take this into account before considering All County, and real estate agents hoping to create a professional relationship with a PM company shouldnt waste their time here.
Today is December 24, 2018. On this eventful day, (Christmas Eve and dealing with serious plumbing problems), the property manager, Perry Harmon of All County Bay Area Property Management has me living in an unsanitary and unhealthy living situation. That unsanitary and unhealthy situation is: Living with a toilet stool that continues to overflow. When I contacted Mr. Harmon yesterday (Sunday, December 23, 2018 @ 2:42 PM) to let him know that the toilet was overflowing, his resolve was to tell me that he put in a request and will get back to me when he could get that repaired. The following day, (December 24, 2018), he sent me a second e-mail stating: We will have the line cleared before the end of the day. My thought when I read his e-mail was: Hell, twenty (20) hours has already elapsed. Now youre telling me that I have to live under these conditions for another day. I also thought, well, I guess that means I wont get my bathroom toilet repaired today.Under California Law, municipal housing and health codes, Perry only has a twenty-four (24) hour window to make the repairs in a situation such as this.Nevertheless, in the late evening of December 24, 2018, Perry finally sent an unlicensed, undocumented individual named Santiago to make the repair. And although Santiago was a very nice person, he was unable to make the repair because the work requested by Perry Harmon was beyond the legal scope of what Santiago was allowed to do under law. You see, Perry Harmon loves to circumvent the law by any means necessary. Even if that means causing harm to his tenants and undocumented workers. At the same time, he also puts the owners at risk for potential lawsuits.Because Santiago could not repair the problem, Perry instructed Santiago to leave the job unfinished. The reason being: Perry told Santiago that he was going to send a company to make the repairs. Do you think that this event actually happened? Of course not. Perry Harmon is a deadbeat slumlord, a joke of a property manager and just an all-around-jerk. If Perry Harmon is your property manager, then you may know exactly what Im talking about.I will continue to post my experiences as a tenant under Perry Harmons watch. Perry, stop putting undocumented workers and their families health and safety at risk. More importantly, stop stealing work from those who paid for a contractors license. Perry Harmon sucks.Today, (December 25, 2018), in an effort to mitigate my damages and have an enjoyable holiday, I contacted Rescue Rooter to repair the malfunctioning toilet. When Rescue Rooter arrived, I was informed by the technician that he could not make the repairs until he gets approval from the owner or property manager. When the technician called Perrys business, he got no answer. The technician attempted to contact Perry a second time, still, no answer.Because the technician from Rescue Rooter could not make contact with the owner or Perry, he advised me that he could not perform the work. It is now 8:15 PM on December 25, 2018 and still, no correspondence from Perry.Today, December 26, 2018, Perry Harmon of All County Property Management sent a worker named Julian Pablo from American Eagle Plumbing and Construction (License # 1018997) to my home to repair the the malfunctioning toilet. The problem is however, American Eagle Plumbing and Construction contractors license has been expired since October 2018.After advising the workers about the problem while they were outside drilling a pipe under the house I live in, they called their boss to report that I informed them that their business license is expired. Since reporting this issue to SWIFT, the business owner has since paid his fees to the California State License Board. Like I said, Perry loves circumventing the law. It is his responsibility to check the license of a company before allowing unlicensed work activity. Its been three days now, and still, the toilet is still in disrepair. It smells like a port-a-potty in here.
This is by far the worst renting experience Ive ever had. Perry is the laziest property manager that may possibly exist. When we called about an emergency plumbing issue in our house that consisted of sewer water overflowing into the bathroom (this happened two times), Perry did not answer as he was the emergency maintenance contact. We did not get a hold of him for over 24 hours and had to call a plumber and Servepro on our own. Sewer water seeped through the subfloor and it was never replaced following the incident. When a mouse was seen in our house on multiple occasions, Perry did not call a profession exterminator after the store bought traps were not successful. Perry did not follow legal protocol on multiple occasions, one including entering our property without 24 hours notice. Mold also went unattended for years in the property we rented. I feel terrible that the property owners of this house were left in the dark about the crumbling state of their property. Overall, I would never wish a renting experience with Perry upon anyone.
Perry is wonderful with maintenance and repair issues for my property. He always finds the best as well as the most economical service providers. I highly recommend him and his company for both owners and tenants.
