Fairpoint internet is terrible, and they throttle it. Im paying for 25 Mbps and getting 4 Mbps

I have plain ol residential internet and it always works when I need it to so no complaints there. Whenever I have to call for anything it gets handled immediately.The only thing that I dont like the the waiting period to turn something on. The day that they say something will be turned on takes anywhere from 8 am to 11;59 pm. Dont you think thats kind of a s t r e t c h?
Issue #1: Called them in January to get information about their re-seller program. At first everything was great. Regional and district manager made a trip to come meet me at my business. Quotes and further information were suppose to be provided within a week. Followup phones and emails asking were it was have gone unanswered. it is not 5-6 months later and nothing! Fairpoint customer service is terrible!Issue #2: DLS service at work had DHCP issues where my ip was changing every few minutes which disrupted phone service. Several calls to tech support resulted in the same issue. You need to by a static ip. Really then why have the previous months been rock solid with ips only change when the modem was reset? As an IT person I can you you this is not normal behavior for DHCP!I would never recommend these guys for anything!
