Back in the 80s, the Tulare county juvenile hall used to sit where the new cset headquarters is, here on N. W. 3rd. I was an inmate there - 13 times.

If u Google this place they are suppose to have a program to prevent homelessness well unless your homeless forget it! They offer nothing

Clerk needs to have more personality to help people that has been in cset for the first time.
