Cheap rent, good size units for the area and close to Metro. BUT - some, if not most, units not renovated since the 80s, so dont expect quality. Limited parking, especially for units near complex entrance and guests. No elevators. Management is polite, but uninformed and unhelpful. Non-smokers and sensitive noses beware: smoking is permitted and smoke/cooking odors spread to entire building. Complex laundry is EXPENSIVE.
So far my boyfriend and I have been living here for just shy of a year and we are happy living here.We share a single car, and we find the community is walkable. There are ample county or WMATA buses and White Flint and Twinbrook metro stations are only 1.2 and 1.1 miles away. Target is also a .9 mile walk.Parking (for residents with community tags) hasnt been an issue for us, and I can always park decently close to my unit. If you pull in later at night (10pm or later) there are still spaces, but you may walk a little farther.The visitor parking spaces are monopolized by the people who live here and they will park their cars (with community parking stickers in the window) in the visitor parking spaces and will only leave them when their friends are here to pull in to the space. I find this frustrating as it makes it difficult to have guests, but I dont think this is the fault of the apartment complex, it is the tenants who are creating the issue. (It seems like there are never any spots, so they reserve a spot with their own car, therefore making it so there are no spots for others, its a vicious cycle.)Our view is awesome, but obviously each units view is going to be different. Since we are on the bottom floor we only have windows on one side of our apartment, but the windows we do have look on to a small opening with a treeline. Weve gotten to watch deer snack on the grass many nights and during the day there are birds and squirrels.We set up online bill pay for both rent and utilities and there havent been any issues with those systems and the rent portal even allows you to self report your rent payments to credit agencies to establish credit history if you so desire.When we moved in the internet was Comcast only, but now there is the option to choose between Comcast or Verizon. I have not experienced any internet outages while living here.Our apartment is a little dated looking (cabinets, counters, appliances) but the unit is clean and we have not had any issues with pests (ants, roaches) but a single mouse did die in my favorite pair of shoes last month. Ive never seen any alive mice in the complex so I consider this an abnormality.Our tour and lease signing was handled by Renee who has been wonderful every time Ive spoken to her. She is friendly and helpful.Weve had one power outage that Ive noticed (middle of the night, maybe 90 minutes long) and two brief water outages while repairs were being done. The leasing office sent out email notifications in regards to both.The laundry rooms are fine, and take a refillable card rather than coins which is appreciated. I can never quite get my clothes to totally dry even when I add extra time (1.75 for first 30 minutes, .25 for an additional 4 minutes, cannot add extra time after that) and use of dryer balls. Its slightly inconvenient to hang any remaining damp pieces to dry, but at least the laundry is on site. On my apartment hunt I saw very few options with in unit W/D, so I imagine this is pretty comparable.The sound proofing (at least in my unit) is SO nice. With the exception of things being intermittently dropped I dont hear anything from my upstairs neighbor, and intermittently TV noise from my side neighbor. I live next to the laundry room and that is relatively quiet as well. The people slamming the door to enter or exit the laundry room is the only loud thing, but its during acceptable hours.Our lease renewal has been put on hold due to Covid-19, but our previous renewal draft was above the % increase I was expecting. I wanted to see if this was negotiable but it seems it may not be since the complex is owned by a property management company.This review is long, but when I was looking for a new place to live the reviews for this complex made me very reluctant to move in- but the reality is weve really enjoyed living here so I wanted to provide a detailed review to help others with their decision making process. I cant speak to the move out process because I havent experienced that yet but I will update my review if/when we leave.
This is the WORST PLACE TO LIVE!I’ve been a resident for 18 years in Kay Apartments and you should pay attention to what I have to say!Their appartments units are dirty, full of insects, rats, especially winter time when those rats are looking for warm spots, they will be all over your unit.Heat and AC - BIG PROBLEM!They will stop the heat in the end of april, when night temperatures will fall below 40’s - prepare to Freeze!!Customer Relations - ZERO! If you need help after 5 pm - Good Luck, you are on your own!Absolute horrible place to live, especially if you have children.
By location the rental price is reasonable.
Renee, the leasing specialist that helped us out was so kind and helpful and really made the process easy. Finding an apartment during a pandemic was stressful enough, but she was very responsive and timely which overall made the process a breeze. The leasing office was also super accommodating and understanding with the application process and our specific circumstances to ensure we were able to get the apartment we wanted. Overall, it has been a great experience thus far and we are eagerly awaiting our move in!
The person in charge is disrespectful, does not treat people well, does not care about the problems we has with an apartment or parking. They should change personnel, I do not recommend that that person continue there, treating people badly, even with bad words she responds. that is unfair.
JUNE 2021The A/C in my unit does not work properly. It blows out some cool air, but my apartment is still up to 80 degrees in some rooms at night. I had maintenance workers and engineers in my apartment last week who agreed the air flow was weak and the a/c was not working properly (I lived here last summer and has no issues). At first I was told that it may be because the windows were not closing properly. Gave that a day and no change. Then an engineer came in last week and told me that they needed to flush out the system to drain the lines, and install shut off valves on the system. Kay Management hired a plumbing company to flush out the system and I still had the problem. On Friday, I was told a new unit would be ordered and that it wouldnt be until the end of the month.Today I called to find out the status and to my surprise was told my A/C was working fine and that there we no issues. Nothing else had been done, they just changed their decision. So their maintenance staff, engineers, and plumbing company (they hired) all agreed there was a problem, but somehow over the weekend the problem went away. I have already contacted the landlord/tenant relations for Montgomery County about it - it is my understanding county inspectors visit Kay Management apartments regularly.Do not live here, these people are slumlords and crooks. Also apparently I was only told a new a/c unit would be installed by the end of the month to make me happy (direct quote from the manager). So they are also admitted liars.ORIGINAL POSTIve had mice and silverfish in my apartment since I moved in in July. Nothing has been solved. Someone comes in and look around, and then nothing happens. These people do not care about you. I remind them all the time, nothing gets done. Good looking finding a parking spot at night, and do not expect to have any guests over who have cars. People parking in visitor spots during the day and then move their cars so their roommates who do not have parking passes can use them. This makes it impossible for people trying to follow the rules to have guests over. This place is horribly managed and the property manager is too good to respond to anyone directly. There are loud cars in the complex and people hit the gas when travelling 100 feet from one speed bump to another. If you need work done in your unit, it will never be done the first time. They will have to reschedule, or something will come up, and hopefully they will make the 2nd or 3rd appointment that is set.You truly do get what you pay for. Borderline slumlords. There is a reason Kay Management has HORRIBLE reviews online. 1 star for a property management property company is embarrassing
I have been here for half a year. I have to admit the apartment complex is really good about keeping the property clean and eliminating trash and debris. Every week, there is a cleaning crew that come and clean the common area. There are also landscapers that come two times a month or more. There was a tree that feel in front of the complex entrance door. I called maintenance that evening and they came to cut it down that same night! I am thoroughly impressed. I have had a slight rodent issue but that is normal and I expect that in some apartments and especially for older ones. The point is that the management team is responsive, caring and will follow up with you when you address with them an issue. Thank you for everything.
I lived here for 6 years and I loved it! It was close to my work, not crazy expensive, and near a lot of great places to eat and drink (microbrewery basically across the street).Whenever I needed something apartment related I just contacted the office and Collins came out to fix whatever. He was always pleasant, speedy, and efficient.Before the online system was implemented I often stopped by the office to drop off various things. Front desk staff were great. Often spent longer than intended just chatting with Renee, Daiana, and Walter. Afterwards I still stopped by occasionally just to check in or when I was too lazy to type up a request.Though I never really had a problem that required a higher power I would mention that Jorge is also great. I figure the fact that I never had a problem that needed him is probably a kudos to him maintaining things :D.I guess I will include a negative so people dont think I am writing from a review farm. I lived in the very back of the apartment complex so there were 8 speed bumps on the way back there. I didnt mind because it also meant I never had a problem parking and didnt have as many cars/people passing by but if you dont like speed bumps you might want to live closer to the front if you can.
Waiting for my security deposit for 1.5 months. Called them multiple times. They will just tell you we will send. Nothing happens. Never missed any payments (Rent, Utility, bill, etc.) so that is why they are treating me like this. This is the reward you get when you are a good tenant. I am not sure how many times I have to call again.Except the management, I really loved the place. My apartment was really good. The location is also very good.

This place is all about the money. Weve been renting with them for over two years and never once late with rent not even during this disaster that we are going through. In my rent we are paying for two parking spots but this management kick us of the parking lot and would not give us any parking slip because our cars are registered in another state. Weve been with them for over two years and we always get a slip every 3 months and now in the middle of our lease and starting of covid-19 they decided to not give us anymore and we kept getting tickets for parking outside. When we called asking for help to get our parking they said if we dont pay rent we go on the sue list. So please be ware before renting because you do not want to end up in our situation. If they do decide to fix this problem i will come back and change the review.

The apartment was impressively clean and nice smelling with toilet paper and soap already included.update: it’s tough to get ahold of maintenance: i have an immediate issue and can’t find a number.
Im surprised this place got such poor reviews! I lived there for four years and had a great experience. The management is friendly, helpful, and responsive. Any maintenance issues I had were dealt with immediately. I never had issues with bugs or mice; you should know not to get a bottom floor unit to avoid these problems if you live in an area as congested as Rockville. Parking was never an issue. Management was good with communication about construction, landscaping, inspections, etc. The landscape was always beautiful and well cared for. The buildings and units are secure with locks. I never felt unsafe in the complex.There were a couple downsides. The units dont have a washer/dryer and there is a laundry room in the basement. Honestly, you arent going to find an apartment in Montgomery County for this price that has a washer and dryer in the unit anyway. They did switch to cards for the machines instead of quarters so that makes them a lot better to use. The other downside is that you have to go to the office to pay your rent; there is no online option. Hopefully, they will find a solution to this but it never bothered me much to go to the office to pay. They give you a ten day grace period, which is very generous.This is a great place to live and I was sad to leave. I will continue to recommend this complex to others. I have very fond memories of Village Square West!
I am upset because I feel like we were judged based off of how we look. Me and my mother in law rented here before I had my baby girl. As soon as we walked into the leasing office the leasing lady Karla looked at us kind of awkward and barely said hi. The other lady was nice. She helped us out. We ended up living in the same apartment building as Karla. Which I feel was kind of a set up. But we accepted anyway. We received a complaint letter the first week stating that there was too much noise. Mind you we were just moving in and settling in. So we kept it down from that day on. Later we received another letter stating there was another complaint about noise. I went to the leasing office to pay my rent and asked the nice leasing lady what that complaint was for. She said it wasn’t noise and she doesn’t know what that letter means. But that the compliant was from Karla and it was about too many unknown people coming to our place. We moved in in September and I had my baby girl in October so yes we did have friends and family over but none of which were bothering anybody. They knew we had a baby in the house so they knew to keep it down. The time came to renew our lease. I spoke to the nice leasing lady and she told me unfortunately their manager doesn’t want us to renew our lease because we received too many complaints. My boyfriend spoke to his lawyer who stated that is illegal because in the second complaint letter it said if we receive one more complaint letter we have to leave. We never received that third complaint. I feel like we were misjudged by Karla. I would not recommend this place if you are someone who thinks you could be judged off your appearance. We were picked on the entire time living there.
WARNING!this place will take your security deposit and charge you for false cleaning. Left apartment in great condition- not one stain on carpet yet received a 600$ fine for carpet cleaning. I have a video of walk through I did and am preparing to appeal this scam! I’m so upset. Please do not live here
UPDATE: ALL OF MY DEPOSIT WAS RETURNEDI really want to give more stars because there are some positives, unfortunately the negatives always outweigh the positives... When I have put in a maintenance request they are pretty timely about it. I have never had any problems with mice or roaches, there were some ants in the summer (which is usual for MD) but the maintenance came and treated quickly and they didnt return. I dont like that I have to hand deliver my rent, but they make it so the rent isnt late until the 10th so I can pay on Saturday when I dont have work so it is only a small inconvenience. Parking hasnt been a huge problem for me unless I come home really late on Sunday and then I may have to park slightly farther from my apartment. I have had some REALLY loud neighbors. My biggest issue is that when I was shown apartments I was told the laundry would be directly underneath. The apartment I was given has no laundry underneath but we share with the next building over. When I expressed my displeasure to the office personnel his exact words were I did not have to disclose that to you. That was just rude! And I told him I did not realize the boiler room would be my neighbor and it was really loud, he told me that no other tenant had ever complained but that he would see if he could turn it down. Again, rude. (I do want to mention that I went another time with a personal issue and refused to talk to the manager that said the above things, but dealt with another staff member who was very kind.) I move out this month and I am terrified to see the charges that I will get because the maintenance staff put a hole in my wall (which I reported but I have a feeling I will be blamed for it) and the incredibly cheap carpet bunches up when you walk on it... There are no initial or monthly pet fees.
I would have rated this place another 2 extra stars, if the management office we a bit more honest!...The apartments are very old, nothing works right, but for the money you would pay in North Bethesda, I guess it is fine (except the roaches)!As you move out, prepare to pay at lest double your security deposit, as they make up the silliest charges ever: Seal floors(al thought everything is carpet), triple utility bill, carpet stain on the cheapest, plastic carpets possible. In other words, you should renovate the apartment before you move out! Clearly all money are spent on a fancy office! Great way to end a relationship! I will not recommend this place to a single person ever, even if I have to take them live home with me!
It’s a tough place man, avoid it if at all possible, here is why. I lived there for 1.5 years, I have 2 kids, I and my wife both work, on a number of occasions we would find the kids terrified when we got home, because mouses and various insects would be dancing around home, and the management would care less to take care of this despite repeated requests, the same careless attitude applies when you have any type of property related problems. Also the building supposed to be smoke free space, but we struggled for months to convince managers, to deal with a neighbour, who would have every evening a marijuana party at his balcony, as a result we and our kids were exposed to it. Management would say call police, as if this is our problem. This is just a few items in the long list of our frustrations. On the top of that, when we received a notice, in the middle of nowhere, saying that you will pay this much going forward, in violation of our long term, annual lease, we decided to leave and gave notice of evacuation, but what a surprise, the manager in the lease office said, pay the rest of your lease and leave, it was like a hostage situation, I had to find a lawyer to deal with this and get me out of the building, but imagine the stress we went through, specially there is woman in the lease office, the manager she is rootless. Avoid this place at any cost!
I applied here, my application was denied they didn’t tell me why but they sure did keep the application fee. Be careful these people are after you money.

My sister visit me for a weekend, I try to get a visitor space for her to park, was impossible all single space is taken, same cars are park there for weeks, u can complaint in the office and they dont care, ... many people lost the deposit for nothing
