I was freshly 18 with a baby, I was quickly approved for my first place for my family and easily moved in. Only one minor issue for the whole 2 years I rented! They fixed it up quickly!! I have loved the hospitality and helpfulness of the staff, I am now applying for a bigger home with more bedrooms to better fit my needs as my income has changed! I hope to get to be a tenant for Councill again! I am proud to say with their help I have felt confident and safe.

Be careful with this place. They will continue taking applications until the unit is available so they can continue making money off application fees. Theyve turned down other applicants with good credit along with myself. Dont waste your money or time. The property is in poor condition and should be considered when applying.

Prior to moving in the AC seemed to work upon initial inspection. Once we signed the lease and moved in the AC was not working at all and to make things worse they didnt consider it an emergency. Eventhough we have a disabled person in the home, two minor children and its the middle of summer they still treat it as a regular work order. It has been nearly a week in our new home with no AC. Staff seems to be nice but this is unacceptable and an awful start. Hopefully things will improve.

Sent someone I know a 5 day notice for eviction over none payment of rent but come to find it was somehow Councill Realty error. No apologies, or a phone call just a informal threatening 5 day notice. Problem was easily fixable before sending out erroneous notices, but they choose a different route. 😳

PLEASE DONT DO IT!! I lived at 719 E Bayview Blvd for almost 4 years!! Nov. 2019 their was a rodent issue (RATS IN THE UNIT) they ate through the wall where the hotwater heater was. I reach out to advise of the issue they sent a pest guy out and put boxes around the property but guess what NO ONE CHECKED the boxes or came back to do the work for the rodents!! I put my 60 day notice in to move!! They insult me by asking me to stay as if they dont know the issue!! EVERYONE IN THESE Units have had an issue with rodents!! So from Nov 2019 until I moved 5/28/2020 no one came to assist with the issue other than the first time to place traps!! I had to file a rodent complaint with the City of Norfolk to try to get some assistance because I was so scared to go in the kitchen and I have a small child and had to eat out from Dec until this pandemic hit I could no longer get food from outside I had to go to eat at someone elses resident because I was scared and its unsanitary. I had to pay someone on my OWN $170 dollars to come do patch work with copper coil and steel wool. Councill Realty had the AUDACITY to charge me $30 for a reinstall of smoke detectors because I was to short to put them back on the wall. $90 for blind replacement of 3 blinds and $10 for a knob on a cabinet door in the kitchen!! Mind you I lived here for almost 4 years and a knob on the cabinet door is regular wear and tear of which the pest guy broke opening it to put RAT TRAPS ! Mr. Grant purposely got to the unit before me when we were suppose to meet at 330p to do the walk thur together. Hes sitting on the steps waiting on me and I arrived at 3:15p. He tells me he only saw a broken blind in the kitchen,a knob missing from a cabinet and a blind (singular) broken on the blind in the kitchen. If they think Im going to take this lying down they are crazy!! I have Mr. Grant and my conversation recorded AND PICTURES I TOOK on the day I moved Out!! Dont MOVE TO THIS PROPERTY OR ANY PROPERTY OF COUNCILL REALTY MANAGEMENT you will definately REGRET the decision as I have!!

I lived in one of their properties for a year, we mostly dealt with Leslie. She was phenomenal when it came to taking care of us. She made sure everything was done efficiently. They are a little old school because they do not have online payments, but overall great rental company.

Literally the worse rental company. They steal money, and you have to threaten court/small claims court (depending on how much it is) if they don’t repay your security deposit. They wanted to charge us for stains in the carpet that had been there since before we moved in (we documented them). Would never rent again, and I recommend finding someone else.We paid our rent on time/early every month, kept up to date with any maintenance, and we were treated so poorly when we moved out.

I had rented with them for 2 years at1069 building by ODU. I would say both good and bad experiences. There was a water leak in the neighbors apartment and it soaked up all the carpet in my bedroom. It was winter time, and I had to wait 3-5 days before it was fully fixed. The same thing happened again within a month. That time, I waited 2 weeks for fixing everything. They did not even replace the mattress that got ruined because of the leak. They also took a lot of my deposit money.

I stayed 1049 for 1.5 years and moved last month. It was a good experience with Council Reality and Management.According to previews reviews I was expecting a very rough service along with a huge deduction in my security deposit. I dont know whats the reason people puts so bad reviews.I got every service very quickly and JOHN was very nice for any work. Though little bit talkative but funny. Even I called him at 10 PM and he was in my apartment within 15 minutes.I got some deduction from my security deposit and its about ~$230. I think this is quite reasonable. Obviously they have to paint the walls. In no way one can save kitchen walls during cooking.One thing I want to suggest the management, Please repair the AC, it sounds horrible during summer.Thank You

I have never rented from them, thankfully. However, I will agree with the other people giving them a low rating. I went to get a key from them, told they were open until 5 pm. Drove from the Virginia Beach ocean front to get one and was there at around 4:30 pm. I was rudely told they couldnt give me a key because they stop giving keys at 4 pm. I was never told this over the phone when I called, and should it matter if they are open until 5 pm?

I absolutely loved living in the apartment I rented from Councill for 9 years. Any maintenance issues were responded to quickly and the office staff was always friendly and helpful when I called. I would definitely still be renting from them if I hadnt taken a job out of the area.

Ive had an awesome experience with Councill Reality even with the few maintenance issues that were promptly dealt with either the day of or the day after being reported.. albeit the reports have to be delivered to them via mail or by hand through a form they supply to their lessees upon signing (which was fully explained to me at the lease signing.) The staff at their main office is really nice too.Im not too sure how these other reviewers are dealing with them but it seems if you present yourself and possible issues in a kind manner youll receive the same treatment back.

I had an excellent experience renting an apartment from Councill in the Old Towne Portsmouth area. Having moved out recently after 3 years, I put the necessary work into preparing the apartment according to the list they sent. I received my deposit back in full. If you pay rent on time, keep the property (that is not yours) in good shape, and take responsibility for your part of moving out, then you will have no issues with this company.

Mr Council has very shady business tactics which might actually be illegal. Do not use him for management. They hide a 10% fee onto every work order submitted by contractors. Lets say its a $2000 repair. I must then turn in a $2200 invoice only to be paid $2000. Then they get the owner to pay them $2200 and pocket the $200. When I refused to do this they took that money from me. Legitimate agents show their fees to the owners. Most agents charge a fee from 1-5% and add it onto the invoice as a Work Order Fee and show the owner. Stay away from Mr Council.

I have been a tenant for over a year and Im quite disappointed. My dishwasher never worked, carpet was dirty when i moved in and the paint job was horrible. This summer (2016) Ive had maintenance service my AC over a handful of times and now Im in the process of having the whole unit replaced but management or staff have yet to reach out to me for a solution while i wait for a ac replacement. The front desk staff is HORRIBLE, Ive had several encounters with Glory & Leslie . None in which i can recall have been pleasant. They seem to never have answers its always, I have to talk to Mr.Council or I can put you to his Voicemail; but of course Ive never received a phone call back. Overall; Horrible company to rent from. monthly rent is affordable but customer service and quality of property sucks

I would not recommend, the management is incompetent, lazy, rude and likes to lie.The first issue that I encountered was a flat out lie on their behalf. I was told that they would place three AC window units in the house I would be staying, when I get to the house I see that there is only two. I proceed to call the office and am told by Leslie Councill that her father said that since I was getting such a good deal on the house that he would only put two units in the house.The second issue came at the time of my terminating my lease 60 days prior to the notification deadline. As the lease required I sent in a written statement clearly stating that I did not wish to renew my lease for the following year. I later received a call from their office requesting clarification for the letter. I then explained why I sent the letter and what the contents ment... A short time after, I received the moveout procedures. However, when it came time to confirm renewal on their end I am informed that they do not have me on record as having terminated my lease.Come move out time I receive a check for my deposit back and see that there is a charge for a missing item which was not in the house when I moved in, so I proceed to call the office and then speak with Leslie Councill. During our conversation she is polite and tells me that she will need to look at the move in sheet to see if the item was listed as missing. A week passes by and I still have not heard from their office regarding the issue so I call a gain and am given to her message service, where I leave a message. Another week passes by and I still have not heard from here so I call her and am connected with her. During this conversation she is very rude to me and informs me that in two weeks time she has not checked the forms as she is too busy. She then threatens to charge me an additional $85-$100 because she ruined her $500 dollar shoes removing the recycling can from the street because I placed it out on the wrong day, the day my lease terminated and was required to leave the premises.To be completely honest I had no issue with the company up until this last conversation. I also had no delusion that I would be reimbursed for the missing item, but the simple principal of the fact drove me to inquire as to why I was being charged for the item, especially when I compare the quality of the place from how I found it to how I left it.I was able to overlook the smaller issues and even the bogus charge, however the conversation I just had moved me to a point where I feel I have to inform others of this company and how it treats its tenants. I would definitely avoid this reality service.

I rented from Councill Realty & Management in Olde Towne Portsmouth for a little over two years. Ana was my property manager and she was fantastic! When I would contact the office she was easily made available to me, and took any concerns I had seriously. Leslie, and Mr. Council would send folks out to fix thing if they broke, although nothing major really did. I had such a great experience with them that Im actually currently looking for another property through them. I would recommend this company to anyone renting in the area. If you are considerate, and respectful you will receive the same treatment.

As an ODU student, I was originally excited to rent close to the school. However my entire experience with the company has been terrible. I wish I would have paid the extra money and rented ANYWHERE else in Norfolk. A couple women at the office were sometimes helpful but everybody else was rude. Our hot water heater broke and when we called to get it fixed, they acted like it was our fault and we went without hot water for over two weeks. I ultimately chose not to renew my lease and put in my notice to vacate over three months before my lease ended. However they insist that I have to pay a $50 fee to terminate my lease, which is nowhere in the lease agreement. $50 isnt a huge deal but they are taking advantage of myself and other college students *just* because were students. Maybe they are more respectful to older folks but I wouldnt recommend that ANY students or young people rent here at all.

Worst realtor to rent from, period. I live in park manor apartments off of Granby Street. Horrible issues. The heat never worked. The radiators banged loudly, and when council was asked, their response was “ there is nothing we can do”, who knew all they had to do was spend $35 to bleed the radiators. These past two winters have been particularly heavy in snow and councill never salted the property, as she is responsible for, because she knew of the impending snow storm.

1. The manager is rude, tough and irresponsible. The worst manager I have ever seen.2. I know a dozen of people who used to live there. And none of them got their deposit back. Some were forced to pay additional money when they moved out, which was another two months rent. The rent there is fairly cheap, but they always cheat on your deposit.3. The building at 1055 W 48th St is made of cheap wood. You can hear what your neighbors do in your room. So do they. Some are really loud and noisy around mid-night.4. The building is dirty and full of roaches, which is another big disgusting problem.5. Security is on yourself. I saw two cars got broken in.

Even writing this review is somewhat unpleasant for me, because its bringing back all the bad memories that I experienced in that awful place. The only reason that Im writing this review is that I truly feel sorry for all the poor new residents (most of them ODU students) that are moving into 1049 each year. In my point of view, without any doubts, 1049 is the worst possible place that you can find in the area, because : 1) Management is rude and unprofessional: its true that they make a nice first impression, but wait until you experience your first interaction with them AFTER signing your contract. Furthermore, they are literally stealing from their tenants security deposits. Each year they charge their tenants based on the problems in their apartments that they never fix and they know that new residents usually miss in their primary inspection of the apartments (e.g., ancient stains in the oven, bathtub, and even around hood filter!!!). 2) Neighbors are loud, inconsiderate, and have low concern for their own personal hygiene: in 1049 its very common to see your neighbors yelling at each other at 1 am in the weekends, walking in front of your apt barefoot, washing their clothes in their homes by hand and laying them in front of their apts to dry! Furthermore, many of the apts seemed to be over occupied. 3) The apartments are cheaply constructed and poorly maintained. Everything in the apartments is ancient and is breaking apart. Youll hear every little noise that your neighbors make (and so will they hear yours). When one of your neighbors take a shower, your whole apartment will start to shake (due to the vibration of the pipes in the walls). 4) The laundry room is always grossly filthy and most of the time over-crowded. 5) If you have a nice car, you might want to park your car as far away from the building as possible, because some twisted sick people enjoy leaving key marks on the cars! And 6) BED BUGS: many of the apartments are bedbug infested, and some neighbors and the management dont seem to care about them!!! Long story short, 1049 is a HORRIBLE HORRIBLE place to live. If you care about your physical and psychological well-being, please stay as far away from this place as you can.

Their working hours are terrible:Monday-Friday 9:30 am-4:00 pm, they are closed 1pm-2pm because of their lunch break? What? They work only 6 and a half hours daily barely? Whaaaaat? Who works like that? Joke!

Dont bother living here if you want to be treated respectfully. I lived in one of their units with a roommate a couple years ago. Found out my roommate was growing shrooms and when I notified the office (I wasnt sure what to do in that sort of situation) they just shrugged me off. No word of advice or anything.
